On 1 February 2013, a contract for the destruction of 3 million PFM-1 Anti-Personnel Landmines (APL) was signed between the Ministry of Defense of Ukraine, the Pavlograd Chemical Plant and NSPA. The destruction of the APL will take place at the state enterprise "Scientific and Production Complex - Pavlograd Chemical Plant" in Dnipropetrovsk (Ukraine) and will cover a period of 3 years.

This contract was signed in the framework of the second phase of the US led NATO Trust Fund in Ukraine aiming at destroying also 366,000 Small Arms and Light Weapons as well as 76,000 tons of conventional ammunition.

Financial contributions come from Germany and the European Commission to support this part of the project and assist Ukraine to fulfill its obligation towards the Ottawa Treaty¹.

¹ The Ottawa Treaty or the Anti-Personnel Mine Ban Convention (signed 3 December 1997), officially known as the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction, aims at eliminating Anti-Personnel Landmines (APL) around the world. To date, there are 161 States Parties to the treaty.
