Since the signing of the Minsk arrangements of 5 and 19 September 2014, under which, apart from Ukraine and OSCE, an official representative of the Russian Federation, as well as Alexander Zakharchenko and Igor Plotnitsky, put their signatures, Ukraine has been constantly calling for their full implementation.
These arrangements, built on the Peace Plan of the President of Ukraine on the settlement of the situation in Donbas, include all key elements necessary for the immediate de-escalation of the situation, its stabilization and the beginning of the revival of the Donbas region, namely: ceasefire, restoration of Ukrainian control over the Ukrainian-Russian border, full and immediate withdrawal of foreign troops and mercenaries, provision of the access to the differentiation line of 19 September 2014, withdrawal of heavy weapons, release of the hostages and illegally detained persons, improvement of the humanitarian situation in the region and conduct of local elections according to the Ukrainian legislation.
Ukraine has been fully complying with the Minsk arrangements for four long months and has been waiting for their implementation by Russia and militants.
On 13 November 2014, representatives of Ukraine and Russia signed a working document with a clear schedule of implementation of the Minsk arrangements, in particular regarding securing bilateral ceasefire, withdrawal of heavy weapons and return to the line of differentiation.
The Russian side withdrew its signature from this document. Today Ukraine once again appealed to the Russian Federation with the proposition to sign a timetable for the implementation of the Minsk arrangements as amended on 13 November and to secure the ceasefire starting from 19 January.
We believe that it will bring immediately ceasefire and protect the civilians in the region from attacks of militants, what they have been doing during the last four months. The start of the strict implementation of this document will create appropriate conditions for conducting in the near future consultations of the Tripartite Contact Group, a meeting of foreign ministries of Ukraine, France, Germany and Russia, and later – the Summit of Heads of State and Government in Astana. We demand that the plan be finally implemented.
The Ukrainian side is ready to participate in the consultations of the Trilateral Contact Group with the signatories of Minsk arrangements at any time, which was clearly demonstrated during the Skype conference on 19 December 2014 and 9 January 2015, and the latest Contact Group meeting in Minsk on 24 December 2014.
The Russian President has repeatedly reaffirmed his commitment to the implementation of Minsk arrangements in full and without any exception. This position was also announced during the multilateral summit in Milan.
During the last two months, militants continuously attack the Donetsk airport with Ukrainian "cyborgs" who are defending it. That is why we ask to leave the stories about "seizing the airport" for the domestic propaganda.
Ukraine strictly complies with the terms of the Minsk arrangements and demands the same from Russia.
