On June 6, 2023, a meeting of the North Atlantic Council was convened at NATO Headquarters in Brussels, with the participation of Ukrainian representatives. During the meeting, the Ukrainian side provided detailed information regarding the extent of the destruction and the threats resulting from the explosion of the Kakhovka hydroelectric power plant by Russian occupation forces. The hydroelectric power plant is situated near the town of Nova Kakhovka in the temporarily occupied territory of the Kherson region.

 The Ukrainian side informed the Allies that, as a consequence of Russia's actions, approximately 80 settlements, with a population of 16,000 people, are currently under the threat of flooding. Furthermore, a decrease in the water level within the Kakhovka Reservoir could potentially have negative implications for the security of the Zaporizhzhia Nuclear Power Plant.

 Ukraine views the undermining of the Kakhovka hydroelectric dam by the Russian Federation as a terrorist act directed at Ukrainian critical infrastructure, constituting both technogenic and environmental terrorism.

 Representatives from several NATO member states condemned the actions of the Russian Federation as acts of terror against the Ukrainian civilian population. They also expressed concerns regarding the potential negative consequences resulting from the destruction of the Kakhovka hydroelectric power plant for the operations and security of the Zaporizhzhia Nuclear Power Plant.
