Ukraine and NATO strengthen cooperation in science, innovation and security.
14 October 2026 18:00

On 14 October 2026 a meeting of the Innovation and Hybrid Committee of the NATO-Ukraine Council took place at NATO Headquarters. Participants addressed measures to bolster the resilience of Ukraine’s scientific ecosystem and further deepen practical cooperation between Ukraine and the Alliance. The Ukrainian delegation was headed by Deputy Minister of Education and Science, Denys Kurbatov.

Key outcomes of the meeting focused on addressing the challenges of war, strategic support for Ukrainian science, as well as advancing practical projects under NATO’s Science for Peace and Security Programme.

Denys Kurbatov provided a comprehensive briefing on the devastating consequences of Russia’s ongoing strikes, specifically detailing the widespread destruction of Ukraine’s educational institutions and research infrastructure. Particular emphasis was placed on adapting the sector to evolving security challenges, exchanging best practices in mitigating the aftermath of attacks, and safeguarding the nation’s scientific capital.

Discussions covered the ongoing development of the Strategy on Supporting the Scientific Ecosystem of Ukraine, focusing on immediate steps toward its final approval.

Georgii Dubynskyi, Adviser to the President of the National Academy of Sciences of Ukraine, presented the key areas of the long-term NATO Science for Peace and Security Programme project, “Supply Chain Resilience and Logistics in Ukraine.” The project aims to develop practical solutions to protect logistics systems in times of crisis.

Building on this dialogue, a meeting of the Working Group on Science and Environment Cooperation was convened under the NATO Science for Peace and Security  Programme. The Ukrainian delegation and NATO representatives discussed the next steps toward implementing the Strategy on Supporting the Scientific Ecosystem of Ukraine, assessing the medium- and long-term needs of Ukraine’s research sector, and identifying opportunities for joint projects.

Strengthening cooperation with NATO in science and innovation is an important contribution to advancing Ukraine’s scientific capabilities, supporting its research community, and reinforcing national resilience in the face of war.
