Diplomat: ANP of Ukraine-NATO cooperation a reflection of reforms conducted in country

KYIV, January 21 /UKRINFORM/. The new draft Annual National Program (ANP) of cooperation between Ukraine and NATO for 2013 is a reflection of the reforms being carried out in the state.

Director of the Department of International Security and Disarmament at the Ukrainian Foreign Ministry Oleksandr Aleksandrovych said this after the presentation of the draft ANP for 2013, which was held in Brussels on Monday, a UKRINFORM correspondent reported.

"This program is unique, because, in fact, it is a reflection of the program of reforms that are being conducted in Ukraine in all possible areas," the diplomat said.

Aleksandrovych said that owing to the introduction of the new structure of annual national programs there is no need to adopt at the level of the Cabinet of Ministers an individual action plan for their implementation, which was done in previous years.

"In general, there were very positive assessments on the modification by the Ukrainian side of the content of the new ANP. NATO welcomes such a cooperation program. Using its content, it is possible to learn in consolidated form about all reforms that are currently being conducted in the country," a representative of the Ukrainian Foreign Ministry said.

The diplomat said that the draft document had already been translated into English and that NATO officials had the opportunity to study it in advance and put forward their concrete proposals and suggestions for its improvement.

He said that the Ukrainian side would take into account the wishes of NATO regarding the content of the ANP for 2013. In particular, some of them concern the recommendations of the OSCE, which were made after the holding of parliamentary elections in Ukraine. The alliance's experts also believe that the part of the program on Ukraine's chairmanship of the OSCE should be expanded.

Annual national programs of Ukraine's cooperation with NATO, which were introduced by the decision of the North Atlantic Council at the level of foreign ministers on December 2-3, 2008, are a tool of mutually beneficial cooperation with NATO in the framework of constructive partnership, consultative, advisory and other assistance from the alliance and NATO members. The implementation of annual national programs is to facilitate the holding of large-scale domestic reforms in Ukraine.

Annual national programs are approved by the Ukrainian president.

Diplomat: Ukraine readying some regulatory changes in cooperation with NATO

KYIV, January 22 /UKRINFORM/. Director of the Department of International Security and Disarmament at the Ukrainian Foreign Ministry Oleksandr Aleksandrovych has said that three decrees of the President of Ukraine are being prepared at this stage to introduce some regulatory changes in the area of practical cooperation with NATO. The diplomat announced this after the presentation of the draft ANP for 2013 in Brussels on Monday, a UKRINFORM reporter said.

"I told the NATO side about the drafting of three presidential decrees concerning the cooperation of Ukraine with NATO," said the diplomat.

According to him, the first decree is basic to replace a document of 2009 to determine the very structure of the annual national programmes, as well as the procedure for their approval.

"The second decree will address our internal interdepartmental commission on partnership with NATO. The changes will envisage that the positions of the national coordinators and members of this commission will be approved not by surname, but by position," explained Aleksandrovych.

He said the President by the third decree will approve the Annual National Programme of Ukraine-NATO for 2013.

Ukraine's Foreign Ministry official also said that, at this stage, the ministry and interdepartmental commission are making every effort to send the programme to the head of state for approval as soon as possible.
