The Rules of entry to and exit from the temporarily occupied territory of Ukraine were adopted by the Cabinet of Ministers of Ukraine Resolution of 4 June 2015 № 367.
Under the Rules:
Citizens of Ukraine have the right to free entry-exit to/from the temporarily occupied territories through “entry-exit” control points upon presentation of a document that identifies the person and citizenship of Ukraine.
Сitizens of Ukraine who didn’t reach the age of 16, with the consent of both parents (adoptive parents) and accompanied by them or accompanied by persons authorized by them, who reached the age of 18 at the time of entry or exit to/from the temporarily occupied territory and accompanied by one of parents or by other persons authorized by one of parents according to notarized consent.
Foreign nationals and stateless persons enter into and exit from the temporarily occupied territory at the checkpoints of entrance and departure only upon the passport and special permission issued by the territorial bodies of the State Migration Service of Ukraine at the place of stay of foreigners and stateless persons.
For special permission foreigner or stateless person submits: application, passport, document confirming the staying in Ukraine on legal grounds, a copy of the document with personal data /translated into Ukrainian/, document confirming the purpose of entering the occupied territory, document confirming the financial providing for staying in Ukraine, three photos 3.5x4.5.
Persons who violate the Rules are brought to justice.
