This year Allies invited several distinguished partners, Ukraine among them, to join the exercise. Ukraine accepted the invitation. Thus, our state will take full part in all its activities. From partners Australia, Finland, Japan and Sweden will participate in the exercise as well. South Korea, New Zealand and Georgia chose to observe the СМХ-2015 exercise.

The scenario for CMX15 consists of a virtual crisis, developing between two non-NATO island states situated in the Indian Ocean. According to the legend, attention will be focused on the humanitarian and maritime dimensions, CMX15 involves no deployed forces.

The exercise is designed to test the participants’ consultation and decision making procedures to mitigate military and humanitarian crisis at the strategic political-military level.

 It involves civilian and military staffs from the «СМХ-2015» capitals, NATO Headquarters and both Operations and Transformation Strategic Commands as well as some international organisations. The European Union has been invited to exchange information on the evolving situation, along with the United Nations Department of Political Affairs and Department of Peacekeeping Operations, the International Committee of the Red Cross and the International Energy Agency which will also observe the exercise.

In order to adequately facilitate the engagement of our state to the «СМХ-2015», there is a special headquarters established in Ukraine, where experts from a number of national authorities are represented. The Secretariat of the National Security and Defense Council of Ukraine will coordinate their work during «СМХ-2015». The Mission of Ukraine to NATO will play a role of the local point of contact in the NATO HQ.
