On 26 November 2024, an extraordinary meeting of the NATO-Ukraine Council was held at NATO Headquarters. The meeting was convened at Ukraine's initiative in response to Russia's use of a new intermediate-range ballistic missile against Ukraine.

The Chief of the Defence Intelligence of Ukraine, Kyrylo Budanov, and the Acting Commander of the Air Force of Ukraine, Lieutenant General Anatoliy Kryvonozhko, joined the meeting online. Ukrainian representatives provided the Allies with a detailed briefing on the Russian attack, the characteristics of the newly deployed weapon, and the objectives pursued by the aggressor state. They also presented their assessment of the broader implications of this attack for Euro-Atlantic security, highlighted potential risks, and called for the strengthening of Ukraine's air defense with additional systems.

The Ukrainian side emphasized that the attack was intended to intimidate NATO Allies and undermine their resolve to continue supporting Ukraine. Russia seeks to pressure individual Allies into reconsidering their decisions to permit Ukraine to use long-range weapons to strike military targets within Russian territory.

NATO member states strongly condemned Russia's actions, characterizing this move as another significant escalation by the Kremlin. They reaffirmed that no aggressive actions by Russia would undermine their commitment to supporting Ukraine. The Allies stressed that the only appropriate response to this challenge is to accelerate and increase the provision of essential weapons and military assistance to Ukraine.
